Malta’s EuroQCI deployment connects government agencies, selected public-sector operators, a national hospital, a leading university, and a commercial data center within the PRISM deployment framework.

 

In this white paper, Luxquanta and Merqury Cybersecurity present a deployment-focused overview of PRISM, Malta’s national quantum communications initiative, showing how CV-QKD and KMS technologies were integrated together across selected PRISM testbed links running on commercial fibre, demonstrating that QKD can be deployed wherever sensitive data flows. It serves as an introductory guideline for interested readers, applied in real context networks within the European EuroQCI initiative.

  • Demonstrated across selected deployment contexts: CV-QKD and KMS integrated across selected approved PRISM endpoints, supporting evaluation of quantum-safe key distribution across public-sector and research-oriented environments under a shared national QCI testbed framework
  • CV-QKD on commercial fiber: Quantum and classical channels coexisting on lit DWDM infrastructure, with CV-QKD able to coexist with classical channels across most of the network without requiring dedicated dark fiber.
  • Operational integration through KMS orchestration: Luxquanta’s Nova lq® paired with Merqury’s Key Management System to deliver QKD-derived keys as a governed, auditable service.
  • Flexible topologies for scalable rollout: A hybrid of point-to-point (P2P) and point-to-multipoint (P2MP) architectures that optimise cost, reach, and resilience as the network grows.
  • Seamless interoperability across the OSI stack: QKD-derived keys consumed by existing IPsec, MACsec, and Layer 1 encryptors without redesigning network architecture.
